Candidates to be nominated that file with the Office of the Knox County Clerk:

  • Circuit Clerk

  • County Recorder

  • County Coroner

  • State's Attorney

Minimum Age

18 years. Licensed attorneys in Illinois must be at least 21 years old.

Residency

United States Citizen; resident of the county for 30 days (Note: County board members must reside in the county one year prior to the election); registered voter in the county or county board district. State's Attorney candidates do not have a residency requirement but must be a United State's citizen.

Signature Requirements – Circuit Clerk, County Recorder, Coroner, and State's Attorney

Established Party Candidates:  Petitions must be signed by at least .5% (.005) of the votes cast for any candidate of the party who received the highest number of votes in the county at the 2010 General Election.  Based on this criteria, Democratic Party candidates need to submit not less than 70 signatures; Republican Party candidates need to submit not less than 72 signatures.

Independent Candidates:  Petitions must be signed by qualified voters of the county equaling not less than 5%, nor more than 8% (or 50 more than the minimum, whichever is greater), of the number of persons who voted at the 2010 General Election.  Based on this criteria, independent candidates need to submit not less than 847 signatures and no more than 1,355 signatures.

Signature Requirements – County Board Member

Established Party Candidates:  Petitions must be signed by the higher of at least .5% (.005) of the votes cast for any candidate of the party who received the highest number of votes within the County at the 2010 General Election divided by the number of Districts or 25 signature minimum.  Based on this criteria, Democratic Party candidates need to submit not less than the following number of signatures: District 1 – 25, District 2 – 25, District 3 – 25, District 4 – 25, District 5 – 25; Republican Party candidates need to submit not less than the following number of signatures: District 1 – 25, District 2 – 25, District 3 – 25, District 4 – 25, District 5 – 25.

Independent Candidates:  Petitions must be signed by qualified voters of the county board district equaling not less than 5%, nor more than 8% (or 50 more than the minimum, whichever is greater), of the number of votes cast for the highest vote totaled office voted on at the 2010 General Election.  Based on this criteria, independent candidates need to submit the following number of signatures:  District 1 – 143-230; District 2 – 143-230; District 3 – 143-230; District 4 – 143-230; District 5 – 143-230.

Additional Requirements Candidates for Regional Superintendent of Schools must have a Master's Degree and certain other educational qualifications that are listed in 105 ILCS 5/3-1.

Officers to be Elected

Precinct Committeeman (in all 61 precincts).

Minimum Age

18 years.

Residency

United States Citizen; resident of the precinct; must be registered to vote.

Signature Requirements

Minimum of 10 primary electors of his party in his precinct.

Deadline for Resolutions to Initiate Referenda

September 6, 2011 First day to circulate for the November 28 through December 5, 2011 filing period
November 28 - December 5, 2011 Filing period for established party candidates for legislative, judicial, and county offices and precincts committeemen
March 27, 2012 First day to circulate Independent candidate petitions for 2012 General Election
June 18 - 25, 2012 Filing period for independent candidates for county offices.
December 12, 2011 Last day to file objections to candidate petitions filed during the November 28 - December 5, 2011 filing period.
December 19, 2011 Last day to file petitions for local referenda (except petitions to create a political subdivision or filed under Liquor Control Act)
December 27, 2011 Last day to object to petitions for local referenda.
January 3, 2012 Last day for local governing boards to adopt resolution to place binding public question on primary ballot (except township board may place advisory referenda on ballot by resolution)
February 21, 2012 Registration closes at office of municipal, deputy registrars, agencies, and election authority office (except for grace period registrations)
February 22 - March 12, 2012 Grace period registration at the office of the election authority.  Grace period registrants vote at the authority's office or by mail at the discretion of the election authority.
March 12, 2012 Last day for election authority to send an official ballot by mail.
